puce October 2013 - Galileo Services at the workshop "Global value chains in the space sector: new developments?", OECD Space Forum, Paris, France

GS at ION 2013

On 10 October 2013, the workshop "Global value chains in the space sector: new developments?" - organized at an OECD Space Forum - took place at OECD headquarters, Paris, France.
Ms Axelle Pomies, GS Permanent Representative, was invited as a speaker by OECD to present the case of the GNSS downstream sector.
After an overview of this sector - GNSS applications and services, GNSS service value chain, market trends - she acknowledged that the phenomenon of the global value chains can be observed in GNSS downstream sector. She gave the example of the chipset manufacturers. Most of them realize the R&D and design of their chipsets, but outsource the production of these chipsets (fabless manufacturers). It would be interesting to have a clear view on the geographical socioeconomic benefits created along these global value chains - in terms of growth, employment and wealth creation.
She addressed the specific case of the Galileo programme and pointed out the importance to ensure the return of investment in the infrastructure in Europe. She gave some recommendations to ensure the benefits from Galileo in Europe.
To conclude, she stated that, if it is hard to go against this phenomenon, it is of major importance to keep Innovation and Excellence in Europe. The public authorities have their role to play - R&D support, Education…

This Conference was the place of very important steps for Galileo Services, and more widely, for European GNSS downstream industry.
Mr Gard Ueland, GS Chairman, was invited to a meeting with the EC Vice-President, Mr Antonio Tajani. Galileo Services highly welcomes this initiative - precursor of the establishment of an industry consultation on how to boost the implementation of applications and services for Galileo.
At the opening plenary session, VP Tajani stressed that GNSS applications and services now are EU priorities and also stated that "application development needs to be encouraged. We think that Horizon 2020, the future programme for research and innovation, is the best tool for supporting the development of Galileo applications". This constitutes very good news for European GNSS downstream industry and is in line with what Galileo Services has worked on for many years. Galileo Services looks forward to contributing to secure necessary funding: to facilitate capitalizing on the investments already made in Galileo by developing European GNSS downstream industry, to take substantial shares of the market, and to make Galileo a key element in a wide variety of applications.
